The frivolities of town councils - The Puppet Master

Have just paid to have someone stick needles into my back, I decided to lunch in the park in Heckmonwike. So I perched myself on a bench next to two tramps swigging Nettos' own cider out of a carrier bag, and watched the pigeions limp about and die, the though occured to me......Exactally why does Heckmondwike have a bandstand??
